Prepare Your Proof of Residency For When You Vote

Change of Residence Within Indiana
○ Voters who have changed their residence within Indiana but have NOT UPDATED their registration form with the state MAY STILL BE ABLE TO VOTE. There is no single rule on how people who moved will be treated. You will have to diagnose which of the following categories the person falls into.

○ For November 5, 2024 General Election, Voters Who Moved On or Before October 6, 2024

■ Voters who moved on or before October 6, 2024, BUT DID NOT UPDATE THEIR VOTER REGISTRATION, have the following voting options based on where they moved:

● Moved Within Same Precinct
○ These voters should cast a regular ballot and should write their new address in the poll book on Election Day. If the county uses e-poll books, the individual will complete the VRG 4/12 to distill their oral or written affirmation of their change of address before a member of the precinct election board. (IC 3-7-39-7)

● Moved Within Same County, Same Congressional District, But Different Precinct

○ These voters should vote a regular ballot in their OLD PRECINCT. These voters must go to their OLD PRECINCT and fill out an Affidavit of Request for Transfer of Registration (VRG-4/12 form). (IC 3-7-39-8 and IC 3- 10-12-3.4)

● Moved Within Same County BUT New Congressional District

○ These voters are ineligible for the fail-safe protections and would vote a provisional ballot. (NOTE: Only a few counties in Indiana have two Congressional Districts: Bartholomew, Cass, Howard, Fountain, Kosciusko, LaPorte, Marion, Randolph.)

● Moved Across County Lines OR State Lines
○ These voters are ineligible to vote – the voter’s provisional ballot will not be counted.

○ For November 5, 2024 General Election, Voters Who Moved On or After October 7, 2024 and Did Not Update Registration:

■ Any voter who moved within Indiana on or after October 7, 2024, should vote a REGULAR BALLOT in their OLD PRECINCT after completing an Affidavit of Request for Transfer of Registration ( VRG-4/12 form). (IC 3-10-11-4)

● If a voter moved into or out of a school corporation district that has a public question on the ballot, the voter is not entitled to vote on the public question and will vote for the other offices on the ballot in their precinct. The county will have a special non-public question ballot for these voters.

■ Voter moved out of state.

  • ●  If a voter moved out of Indiana on or after October 7, 2024, and did not meet the qualifications to register to vote in their new state, then they are entitled to vote one last time in their OLD Indiana precinct.

  • ●  Voter completes the VRG-15 form to cancel their registration, after checking in to the poll book and presenting proper photo ID.

  • ●  Voter is given a special “Presidential Only” ballot, as the voter is only entitled to cast their vote for U.S. President. (IC 3-10-10-6)

○ NO OTHER VOTER SHOULD BE GIVEN THE PRESIDENTIAL ONLY BALLOT! In the past, poll workers have given this ballot to voters who simply “just want to vote for president.” Unless the voter meets the criteria under state law to receive the presidential only ballot, a voter should be given a full ballot - but a voter is never required to make a choice in all offices on the ballot. (This is called under voting or bullet voting.)
